[QC] When conference call setup, conference server will know how many pariticipant and its status, conference server will send those info who subscribed the event via NOTIFY 
Set to 1 - ALL, Participant and originator all can subscribe the event from conference server 
Set to 2 - ORIGINATOR_ONLY, only originator can subscribe the event 
Set to 3 - ORIGINATOR_ONLY_NO_JOIN_IND
