NV#71527 should be set as group. For example,

} is a new group. 

All the groups work separately. They are identified by iRAT. Only when the RAT is matched, UE would read other parameters to do IMS registration. 

For example, RAT LTE is set in ims_rat_apn_info[1].iRAT (ims_rat_apn_info[1].iRAT = 16). Currently, UE attach LTE network. When UE is trying to do IMS registration, UE would go through NV#71527 to match LTE RAT. Once ims_rat_apn_info[1].iRAT is matched, UE get the parameters from ims_rat_apn_info[1] group.
